(1) Except for land involving the state security and secret, other land is to be open to the public.

(2) After the plan of real estate development and that of land exploitation and land supply for other purposes are publicized, and if there are more than two parties intending to get the land, it will be provided in form of public bidding and auction by people's government on municipal or county level.

(3) To limit the negotiated land exploitation. Negotiated land exploitation is, based on land assessment, decided on an agreed price collectively, and the negotiated result is to be declared to the public.
