Except for allotted land, the other land should be employed onerously;

If allotted land is to be changed in its usage, or there are some transferring or leasing in the land, it is to be exploited onerously;

If allotted land is changed in its usage and rate of plot ratio, price difference of land transfer money is to be paid for land for different usage and plot ratio.
